The Outlawing of Total War:
At the fourth Geneva Convention of 1949, total war is outlawed, in order to protect citizens within a war zone. This also bands the mistreatment of prisoners of war based on race, ethnicity, or religion.
Limited (Total) War:
During the Vietnam War, the United States and its Allies participated in what is called limited war. Meaning, that they did not carpet bomb cities or towns, but anything where civilian numbers were low were fair game. Often times theses sites were subjected to massive carpet bombing and napalm strikes. Even still this limited war campaign left many innocents killed.
